With over 35 years in affordable housing, Frances Ferguson is the Executive Director of the Mueller Foundation. She initially advised Catellus on Mueller's affordable housing plan two decades ago and now oversees the Foundation's transition to actively managing its portfolio of shared appreciation homes.

Frances has led strategic innovations to advance affordable housing locally and nationally. As the founding executive director of Foundation Communities (1986-1997), she introduced service-enhanced rental housing at scale in Austin and Dallas-Ft. Worth. In her 23 years with NeighborWorks America she led the development of capital and professional development resources for nonprofit rental housing developers, which provided homes for over 200,000 households. Frances serves on the boards of HousingWorks Austin, Affordable Central Texas, and the Texas Housing Finance Corporation. She holds a master’s in real estate and finance from UT Austin and a bachelor’s from Oberlin College.
